On Thursday, October 27, 2022, the Maryland Lottery and Gaming Control Commission (MLGCC) announcement they advanced license applications from the following 10 online/mobile sports betting operators:

  • American bets
  • Stool
  • bet fred
  • BetMGM
  • Bet Rivers/Rush Street
  • Draft Kings
  • Fanatics
  • FanDuel/Betting fair
  • Interactive Parx
  • PointsBet

By advancing license applications for these operators, the MLGCC essentially confirms that the operators have authorized the necessary background investigations into their “honesty, integrity, good character and financial fitness to qualify for a sports betting license”. The MLGCC’s decision to advance operator license applications represents another step in a multi-phase mobile sports betting licensing process involving three administrative agencies: the MLGCC, the Sports Wagering Application Review Commission (SWARC ) and the Maryland Lottery & Gaming Control Agency (the Agency). The decision of the MLGCC is not equivalent to a definitive approval.

Now that the MLGCC has advanced license applications for the 10 aforementioned operators, they will move on to the next phase of the process, during which SWARC will assess the “relevance” of operators to determine if licensing is “in the public interest”. .” As part of the process, SWARC will review each operator’s business and marketing plans, as well as their ownership structure.

Applicants approved by SWARC will then proceed to the final phase of the licensing process where they will appear before the Agency to conduct a controlled demonstration of their online/mobile sports betting software to confirm that their control systems and procedures internal are working properly. Once operators have passed the “controlled demonstration phase”, the Agency will begin issuing mobile sports betting licenses and announce an official “launch” date.

While state regulators haven’t committed to a timeline, industry watchers predict the process outlined above could take three to six weeks, meaning the agency could start awarding the licenses. finals from mid/late November 2022.
